投票は合理的意思決定システムか?
前回の話へのコメントの返事を改訂してこっちにも。ちなみに、選挙の話に限らず、投票というシステム一般の話です。選挙の話も一部出てますが。
★投票をする側からの視点で考える
いやー、むしろですね。なぜ人は投票に行くのか、行かないほうが当たり前な気がするのです。
「投資」だとしても、合理的に考えれば、自分の意思が反映される割合というのは極小で、大規模な投票となれば、自分の意思が結果に反映されることはほとんどありえません。宝くじを買ったほうがまだ見返りがあります。
合理的説明ができるとすれば、むしろ「結社に属している」という気分を味わったり(組織票に繋がる)、自分の普段の不満の捌け口として楽しむ(無党派層の野党への票に繋がる?)といった心理的な意味合いにおける見返りのためではないかと思えます。投票行動そのものは匿名が原則ですから、投票の内容によって社会に副次的な影響を期待するのも無理だし。もちろん、記名投票でその人の判断を記録に残すような場合、その行動そのものにメッセージ性があり、その人の評価にも繋がりますから、また別の要素もありますね。
★コストと参加
つまり、個人が自分の意思を反映するシステムとしては、本質的に破綻しているという気がしてなりません。個人があまりにも無力すぎて、マジメに取り組む気持ちになり得ない。
コストを下げればよい、という議論もあります。池田信夫さんのこのコラムなんかはその典型です。得られるメリットが少ないのだから、それにあわせてコストも下げれば、参加意欲も沸くかもしれません。もちろん、そういう側面もあるでしょう。
しかし、これもどうか。投票に参加することの本当のコストは、投票所に行くことではなく、マジメに選択肢を検討することじゃないでしょうか。そもそも、参加する人は選択肢について理解して、考えて、責任を持って意思表明してくれないと、投票をやる意味なんてないわけです。投票はみんながその問題についてどう考えるかを調べて、意思決定に使うためのものなので。でも、これって結構大変なことですよね。だから、インタフェイスの改善は部分的な解決にしかならない。
ちなみに、村井純という人が大昔にフランスの人から、「インターネットで投票なんて不真面目なことはとんでもない。投票というのは、スーツにネクタイをして、マジメに臨むものだ」と言われたことがあるそうです。これは歴史や文化といった別の問題の要素も絡んでいますが、選挙は単に「行く」ものではなく、「国民としてマジメに考えて臨む」ものだと捉えている点で、関連が深いです。
★じゃあ、個人の意思を反映させるシステムって?
うーん、じゃあ個人の意思を反映させるにはどうすればいいか、というのはいくつか思うところもありますが、簡単ではないので今日はここまで。
もちろん、選挙で立候補する側に立つ側は別ですよ。今のシステムで、個人として、選挙を通じて自分の意思を政治に反映させる唯一つの方法は、自分で立候補する(あるいは選挙運動に積極的に関わる)ことだと思えます。

違う話なんですよ。というか、むしろ、それをどーにかする方法は、システムが根本的に変わらない限り原理的にありえないんじゃないか、というのが僕の話です。
でも現実には選挙システムは完全に崩壊してるわけじゃなくて、問題はあるにせよちゃんと動いてて一定の役割は果たしているんですよね。歪んでるけど。
候補者にしたらとにかく当選しなきゃ何もできないから、その歪みを逆手に取ろうなんて話も出てきたり。。。
選挙対策の技術論は、あるんだと思います。ぼくは専門家じゃないのでなんとも言えませんが。それについては、akoさんの方が遙かに詳しいでしょう。でも、技術論以前の話を少ししてもいいんじゃないかと、思うんですよね。専門家でも当事者でもないからそんなことが言えるのかも知れないんですが。 |
